"(fifth)…Which experience has proved to be useless the House is obliged to decline the application of any publick Money to this purpose – Resolved That these Resolutions be transmitted by a Committee of this House to the agent of the province to be laid before his Majesty’s Ministers with an assurance that this House will cheerfully appropriate a part of the publick Revenue upon any rational System by which a Branch of Business may be established & improved which will tend to promote the general Interests of the British Empire"
