Petition of William Sabatier and five other merchants, a committee of the inhabitants of Halifax appointed to correspond with His Majesty’s Ministers and to watch over and endeavour to promote the general commercial interest of the community. They recommend "that the General Assembly will be please to appoint a Person properly qualified to Act as a special Agent for this Province respecting its trade and fisheries and its intercourse with His Majesty’s Islands in the West Indies. – and that he may be invested with full power and authority to communicated with His Majesty’s Ministers upon those important subjects."
