Draft of reply of House to Lieutenant Governor's message re: difficulties experienced by settlers. House considers that chief difficulties arise from expenses of procuring grants of Crown Land. Assembly makes proposals of measures to encourage settlers (1) Lands should be surveyed and granted to settlers free of expense, (2) provisions should be supplied when necessary for eighteen months, (3) a few implements of husbandry should be furnished. Province is unable financially to carry out measures, beyond providing road communications. Large tracts of finest land in province have been granted to absent persons and have not been escheated but have remained in a wilderness state. House recommends that they be escheated and regranted to settlers. (For Lieutenant Governor's message see No. 95)

Memorial of Society for promoting agricultural and rural economy in Hants County to the Assembly. They represent the need for better grain and grass seed, better bred cattle and simple machines in carrying on agriculture in province, the necessity for raising more wheat, and suggest that House encourage settlers by offering to pay their passage from Great Britain to N.S. S.B. Morland and Nathaniel Atcheson to Speaker and Committee of Correspondence. In receipt of letter re: jurisdiction and powers of Instance Court. After consultation they consider it advisable "to make a specific Request to Govt. of such a nature as might be carried into effect by Instructions to the officers of the Customs in N.S. without involving any question which might afford ground for jealousy in the Admiralty Dept." Copy. Morland and Atcheson to Earl Bathurst, submitting Resolutions of House of Assembly re: powers of Instance courts, the sentiments of which have been entertained by the House since 1811. Agents request that instructions be sent to N.S. Customs officers "to institute in future in the Common Law Courts of that province all proceedings for the recovery of Penalties or for the breach of the Laws of Trade and Navigation and not in the Instance Court."
