Charles Morris (Surveyor-General) to the Lieutenant Governor, reporting on the best route for proposed road from Halifax to Annapolis. Plans for allotting land and placing settlers on road.

15 February 1814

Sabatier to Wilkins, submitting substance of correspondence of Committee of Trade, and transactions since Feb. 1813. They have made progress in attaining certain object. (1) Appointment of Port Admiral resident in Halifax helps towards protecting coasts. (2) Committee has submitted plan for protecting and regulating Labrador fishery, of which Board of Trade approves; they have encouraged cooperation of fishermen by distributing handbills describing plan. (3) convoys for trade have been appointed. Short history of Comm. of Trade 1804-14. (4) Important Act of 1813 recognizes that N.S. can supply West Indies with fish. (5) Committee have petitioned Bathurst in anticipation of treaty, asking that Americans be excluded from fishing (Art. 3 of 1783 Treaty) and foreigners be excluded from West Indian trade. (6) Committee have transmitted report on coal mines required by Ministers. Committee wish to thank London Committee and their Sec'y Atcheson for their exertions towards accomplishing objects recommended by Halifax Committee.

S. B. Morland to Blowers and Wilkins, acknowledging receipt of copy of joint address of Council and Assembly to Regent, and stating that he will do his best to draw attention to its objects during peach negotiations.

8 July 1814

Morland to Blowers and Wilkins, reporting on answers to address. Ministers are quite alive to the importance of the objects pointed out in that address. "In the Foreign Department they indeed decline entering into any details of the proposed Negotiation, but say generally that your Interests will not be overlooked." On of the under-secretaries in colonial department is to have part in negotiating the treaty. He (Morland) thinks their wishes re: territorial boundary and fisheries will be acceded to, but conflicting interests may operate against attaining Nova Scotia's objects re: West Indian trade. 19 March 1815

Sabatier to Wilkins, reporting on transactions of Halifax Committee of Trade since Feb. 1814. London Committee obtained Act (54 Geo. 3rd cap.125) allowing colonial timber into England duty free, and prevented relaxation of Act imposing same duties on timber imported into Ireland as in England. As result of urgings and publicity re: American interference in the fisheries, public opinion in England is now against U.S. Prospect for similar treatment with Newfoundland as to oil and blubber is flattering. Subject of opening coal mines now before Committee. "The period is now arrived, when this Committee, pursuing their Original purpose, will be able to demonstrate, this most important position that the trading, the Agricultural and the Fishing interests of this Province, ought firmly to unite in one common exertion, towards effecting the prosperity of the whole Community." Main principle on which the Committee has acted is to convince succeeding administrations of Nova Scotia's ability to supply West Indies with nearly everything they require. Success with regard to fish. "It now remains to afford equal demonstrations in regard to other articles," suck as cattle, sheep, horses, poultry, etc. Committee intends to collect information on these matters to lay before Assembly at next meeting, so that Assembly may act on it. Comparative statement of prices for materials, labour etc. for Province Building in 1811 and 1814. Endorsed "Mr. Merrick's Estimate." (Document is undated, but on the given date the Province Building committee presented its report; see Assembly Journal for 1815).

2 November 1814

Nathaniel Atcheson to Blowers and Wilkins. He has sent Irish Customs Act which imposes duties, equal to those in force in England, on foreign wood imported into Ireland. Indications are that Great Britain will encourage British Trade and Navigation by duties on foreign imports and will favour North American colonial interests in treaty. Signed.

Approved report of committee of Council to whom Assembly's address to Lieutenant Governor on claims of settlers on Douglas and Philadelphia Grants was referred. Progress made towards settling titles. Committee hopes that provision will be made for paying for grants, which will probably cost only £2500 in addition to what has already been expended. Enclosed in No. 30.
