R.J. Uniacke to Dalhousie on agricultural matters. Observations on theory of national wealth and its three propositions. "Restrictive fetters of colonial policy" cause colonials who have accumulated capital to remove to other countries or to use their capital in other countries. Low level to which provincial credit has sunk. He has not "the smallest apprehension of serious contradiction" when he asserts that the "most zealous exertions to promote the Science of Agriculture in this province must be long and very long persevered in before we reap much advantage unless we can find a way to supply with facility to the agriculturists the use of capital equal to the requisite advances necessary to carry into effect the objects of prudent and well directed industry"…"every exertion should be made to introduce amongst the tradesmen and labouring classes of the provinces a System of prudence and economy in place of the depraved extravagance which lavishes the liberal wages easily acquired." Need for bank and for paper currency. He has prepared a bill embodying his ideas for reform. Signed.
