Report of manager of conference on the state of the province. They consider that "it would be expedient to encourage the Agriculture of the Province by providing a fund to enable Commissioners to supply under proper Regulations poor Settlers with seed, grain and necessary implements of Agriculture" and recommend as a means of encouraging the fishery the providing a constant supply of salt at moderate rates.

Instructions of the Council to its committee on meeting committee of House on the vote for roads. "That the Council cannot agree to the Vote of the Assembly for Appropriating the gross sum of £25,000 to the Repair of Roads and Bridges without some Scale is submitted to the Council of the intended general Subdivision of such gross sum. The inconvenience of a general resolution for a gross sum merely, has been much felt in Council for some years past and the House must be sensible that such Resolutions after having been concurred in by the Council have been frequently exceeded by subsequent appropriations of money made by the Assembly to the same Service." "That if the House of Assembly would prepare a general Scale of appropriation and send it to His Majestys Council for concurrence so that the Council could compare it with their calculations of the Ways and Means for defraying such expenditures it would ten to expedite that pat of the business of the Sessions and facilitate the passing in detail the subdivisions of the monies which may be agreed on for general appropriation."
