Petition, Timothy Shanahan, Halifax, laborer, asking for the release of his wife Sarah, given nine months for theft. States that his wife is subject to fits of insanity. If wife released will leave the province (granted).

Petition, Stephen Fulton and R.B. Huestis, Clerks of the Peace, Cumberland, stating that a law was drawn up providing that excess funds would go toward the erection of a provincial asylum for inebriates.

Petition, Henry Russel, Halifax, seeking pardon for his sentence for theft. Russel says he was framed. Provincial Secretary states that it is not yet determined if the power for pardon rests with the Lieutenant Governor or the Governor General.

Robert O'Donnell, fisherman, stating that while he was imprisoned for debt the sheriff left the jail in the hands of his two sons, the lunatics were neglected and male and female prisoners had intercourse.

Petition, creditors of the insolvent estate of Anthonie Cegonie. Sheriff Fergusson sold the property for $1,000.00 but won't turn the money over to the creditors.

17 January 1883

Complaint of Joseph MacDonald, jailed for debt, that criminals, lunatics and debtors were allowed to mingle freely. The lunatics are abused and rarely fed and some prisoners were often in 'criminal connection.'
