Message from the Lt.-Governor to the Assembly, "His Majestys Commission & Instructions remain in the Custody of the Governor for his guidance and direction, and cannot be communicated to the Assembly as a matter of right. I have already directed Copies of such part of the Instructions as respect your Legislative duties to be communicated to you, and until it appears to me that His Majestys Service requires it I can make no further Communication."
