Petition of Isaac Hatfield and other inhabitants of Annapolis County, asking that the election of Phineas Lovett be set aside. "That your Petitioners verily believe that the said Majority of votes was not fairly Obtained, but that the same was Obtained by Corrupt and Unfair Management, some out of many particular Instances whereof your petitioners have Vouched by Affidavits herewith to be produced. – "That both before and at the time of the said Election divers Rumours were industriously spread amongst the Electors by the said Phineas Lovett and his Agents tending to Inflame the minds of the Electors and Prejudices them against another Candidate Saml. V. Bayard Esq. as well as to raise a Groundless Jealousy and Distrust of his Majesty’s Government. That by the aforementioned means as well as keeping Open Houses of Rendezvous where many of the Electors intermixed with divers Agents of the said Phineas Lovett where heated with large Quantitys of strong liquors it has happened that too many of the said electors were deprived of that sober and Considerate state of mine so essential to the fair virtuous and Dignified exercise of that great Constitunial (sic) privilege of election." The poll was held at Sissiboo for only one day and all the electors did not have the opportunity to vote, only thirty out of a hundred and fifty having voted. "Your Petitioners therefore humbly pray that as well on account of the unfair Management of one of the Candidates in the said Election as on account of the waste of time and Opportunity to the electors at large, the said Election may be set aside, and that this Honorable House will take such Measures as in its Wisdom shall seem fit, to cause a new election of a Representative for the County of Annapolis to be had in such Manner as well give the Electors at large a full and fair Opportunity of exercising their privilege of Election freely and as by law it ought to be done. Signed with 24 names including that of Thomas Walker, the member whose seat had been declared vacant.
