Sabatier to Wilkins, submitting substance of correspondence of Committee of Trade, and transactions since Feb. 1813. They have made progress in attaining certain object. (1) Appointment of Port Admiral resident in Halifax helps towards protecting coasts. (2) Committee has submitted plan for protecting and regulating Labrador fishery, of which Board of Trade approves; they have encouraged cooperation of fishermen by distributing handbills describing plan. (3) convoys for trade have been appointed. Short history of Comm. of Trade 1804-14. (4) Important Act of 1813 recognizes that N.S. can supply West Indies with fish. (5) Committee have petitioned Bathurst in anticipation of treaty, asking that Americans be excluded from fishing (Art. 3 of 1783 Treaty) and foreigners be excluded from West Indian trade. (6) Committee have transmitted report on coal mines required by Ministers. Committee wish to thank London Committee and their Sec'y Atcheson for their exertions towards accomplishing objects recommended by Halifax Committee.
