Report of the committee of conference with the Council on the subject of roads and bridges; (message from Council to House). If the House persist in sending each separate road vote the Council will pass only those concerning which they have information convincing them that the grant is necessary (i.e. those included by the Governor in his schedule?) and on condition that clauses 5, 6, 7, 8 of the Appropriation Bill be omitted. (The clauses referred to lay down the "mode of contracting and paying for the repair of Roads and Bridges"…and tend "in the opinion of H.M. Council to impede the Service they were meant to promote.") Council insist that a uniform rate of compensation be adopted for commissioners for the building and repairing of road all over the province. They suggest that the members of the House and Council be exempted by law for acting as commissioners. (Draft)
