The Instructions
In entering upon the discharge of his duties the Commissioner for Indian Affairs will be guided by the following instructions.
1st He will take the supervision and management of all lands that now are or may hereafter be set apart as Indian Reservations, or for the use of the Indians, ascertain and define their boundaries, discover and report to the Governor all cases of intrusion and of the transfer or sale of the said lands, and generally to protect the said lands from encroachment or alienation.
2nd When valuable permanent improvements have been made on such lands, by trespassers, it shall be his duty to report the facts for the information of the Governor and Council, to enable them to [discern?] the value of the lands so improved, and to lay out the funds thence arising, together with any monies granted by the Legislature, in the purchase of other lands, and in the permanent improvement of the Indians.
3rd The Commissioner shall put himself in communication with the Chiefs of the different tribes of the Micmac race, throughout
