On this 15 th day of January 1861 personally came and appeared before me the subscriber one of His Majesty's Justices of the Peace, for the County of Victoria, Dr Samuel G A McKeen who being by me duly sworn did declare say that the wrirtten account reasonable and just and moderate and that the work done and medicines supplied were absolutely necessary to be performed and supplied.
