25th July 1853:

Gentlemen

A complaint has been made to me by Francis Phillips and Louis Paul (Indians) residing at Ingraham's River on the opposite side of your property.
The cause of the complaint is that by your having the River damed across a serious injury is done to their land by causing an overflow of water so as to preclude the possibility of their turning a valuable Portion of their Land to profitable cultivation. I have examined into the complaint and I find it to be a just one. I therefore have to request that you will cause that part of the Dam you have formed extending over their half of the River to be removed forthwith. The Stream has been measured and surveyed by the County Surveyor and the Indian Water Line marked. Should this request not be complied with on or before Friday next the 29th July I shall as in Duty bound be under the necessity of bringing the matter to the notice of government.
