The Petitioner received a licence of occupation from me under the authority of the [Lt.] Governor in 1831 of the Lot referred to. but I should be afraid if a Grant [illegible] to him that some designing person might induce him to part with it for a small compensation and I think the lot should either be granted in Trust or Licenced under the hand of the [Lt.] Governor
