His Excellcy as appears by ye Last minutes of Council haveing desir'd ye Board to Consider upon & advise him what methods cou'd be taken to provide against ye Exportation of Cattle in Great numbers as well as Grain & other Provisions in too Considerable Quantitys, to ye Forreign Settlements,* as also in Relation to a Currency of money, which was very much obstructed, by ye Inhabitants refusing to

Boston Bills to pass Cur.t & prohibiting the transportation of Cattle &c.

His Excellcy acquainted ye Board of ye Inconveniences & Difficulties this Governmt lyes under for ye abovemention'd Reasons, and that it behoved ill a particular manner at this present to endeavour to provide against such difficulties & Inconveniences there being a number of familys (whose Arrivall we were daily to expect;) to settle in this Province according to ye advices his Excellency had recd from ye Governmt at home. His Excellency desir'd to know what ye Board had consulted [7] thereon & what they wou'd advise him to do. Upon which a Scheme drawn up by Mr Winnett &c was presented to his Excellency who order'd ye Secretary to read it which was accordingly done

Then it was Voted, & agreed nemine Contradicente that all French as well as other fforreign Silver money that now is, or may be brought into this Province shou’d pass as Bullion, equivalent to ye Value it bears in Boston, & that ye Province Bills of New England, shou'd be a proper tender of
