'A Vision of Regeneration'
Pass for Devastated Area, number 15264, issued to A. J. Johnston.
A mounted armed guard surrounded the devastated area by December 12, 1917, thereby reinforcing the troops already regulating movement there. Entry into Richmond was forbidden unless one had been issued an official pass.
