NOTICE TO MARINERS
Harbor Traffic Regulations
No vessels are to proceed in opposite directions between Bedford Basin and No 2 Deepwater Pier at the same time. The movements of vessels in this part of the harbor will be regulated by the Chief Examining Officer, and the following signals will be hoisted on the fore yard of H. M. C. S. "NIOBE," and a flagstaff on the Eastern entrance point of Bedford Basin:
BY DAY: Three black balls hoisted vertically indicates hat a vessel is proceeding inwards [text in bold] through the Narrows, and no vessel may proceed outwards from between Bedford Basin Narrows and opposite No. 2 Deepwater Pier while this Signal is showing.
Three black balls hoisted horizontally indicates that a vessel is proceeding outwards [text in bold] through the Narrows and no vessel may proceed inwards from opposite No. 2 Deepwater Pier to the Basin while this Signal is showing.
BY NIGHT: Combination of red and white lights, two white and red (red in centre), hoisted vertically indicates that a vessel is proceeding inwards [text in bold] to the Basin, and no vessel may proceed outwards within the limits laid down- Bedford Basin Narrows and opposite No. 2 Deepwater Pier- while this Signal is shown
Combination of red and white lights, two white and one red (red in centre), hoisted horizontally indicates that a vessel is proceeding outwards [text in bold] from the Basin, and no vessel may proceed inwards within the above-mentioned limits while this Signal is shown.
A vessel proceeding down the harbor is to fly at her foremast head Flag "U" (Commercial Code), to signify that she is proceeding down the harbor, and to keep it flying until past the limits laid down. Similarly a vessel proceeding up the harbor is to fly letter "R" at her foremast head to signify that she is proceeding up the harbor, and keep it flying until anchored or secured to a wharf as the case may be.
This Regulation will come into fore A. M. February 1st, 1918.
NOTE: A Flagstaff is in course of erection in the grounds of the Royal Naval College of Canada, situated immediately eastward of the building. On completion of this Flagstaff, signals will be shown there instead of on the foreyard of H. M. C. S."NIOBE."
