An agreement was entered into with the Hon. J. R. Bennett, Minister of Militia of the Newfoundland Government (letter on file} whereby that Government agreed to reimburse the Commission for all Newfoundland individuals and families, sufferers of the explosion, transported to that Colony, either by rail or steamer, and herewith you will find attached a debit against them as follows:

Also an arrangement was made through Mr. Geo. C. Cook, Paymaster of the "Niobe" for the transportation of the families of Naval men, sufferers of the explosion, and as I understand, the original Halifax Relief Committee had this confirmed by the Minister of Marine, the Hon. Mr. Ballantyne, according to a letter written to me by them, and which is on file with the correspondence.

The amount due by the Naval Department at Ottawa, according to statement enclosed is .......................................................$903.85

The Naval authorities returned to me a number of tickets which had not been used by the parties to whom given, and I have made application to the railways for refund of the amounts owing. Also several tickets were returned by others, and the same course adopted. when the railways give their order or cheque for the refund, I will immediately pass it over to you.

I would respectfully suggest that you keep the tabulated list of names and the duplicate transportation orders on file, as considerable information is given thereon, which might be useful for future reference, especially in tracing and keeping track of people who have left the City. In several instances the information compiled on our records has helped Mr. Blois in his children's Department and also the Information Bureau in obtaining a clue to missing people.

Two Transportation books are in the hands of the Reconstruction Committee, the numbers of which I do not remember; also one Transportation book numbered form 750 to 799 is with Mr. R. P. Bell, Secretary of the Executive Commission. Our Committee did not hold ourselves responsible for orders given from these books as they did not come under our direct control, and the reconstruction workers given transportation by Col. Lowe's Department are not included in the tabulated
