MEMORANDUM 2.

The major of the City being absent,the Deputy-Mayor, H.S. Colwell called a meeting of the Corporation about 10 a.m [strike out] [handwritten] 3 p.m. of the 6th. Being unable to obtain a quorum he turned it into a public meeting, with Lieutn-Gov Grant presiding. Committees were struck for Relief. During the 6th, 7th, 8th and 9th Mr. Colwell remained in the City Hall personally superintending all measures of relief. Previous to the meeting he had sent a messenger out beyond Richmond to telegraph in all directions for doctors and nurses. As a result the first relief reached the City Hall on the afternoon of the 6th. The injured were moved mainly toward the city Hospitals, but many cases were taken north and westward, to Fairview and the Arm. 200 C.A.M.C men were in the Armouries at the time of the disaster, and were organized into First Aid and Dressing stations on the Common. Slight cases were treated and sent home. Only the more severe cases were transferred to Camp Hill Hospital. In all the Hospitals much valuable assistance was rendered by voluntary helpers, notably by members of the St. John's Ambulance Brigade.
