The Council being Summon'd to meet at four a Clock in the afternoon, & but four Councellors attending ye Two others being Sick, His Excellency appointed Mr William Winnett, the most Considerable Marchant, and one of ye first British Inhabitants in this Place, & represented to me as one emminent in his Zeal for [2] His Majesties Service to be added to the Council & he was Sworn in Accordingly

Which being done his Excely acquainted ye Board that he had appointed New Deputys for ye River of Annapolis Royal & had increas'd their Number from four to Eight mentioning their Names who had all been recommended as Persons of ye best Judgment & best Inclin'd toward his Majesties Service & had sent them their Orders, which were read to ye board & approv'd of. Likewise his Excellcy acquainted ye board that he was inform'd that an Address was preparing to be presented to him by ye Inhabitants, ye Substance whereof, he would acquaint ye board with if he found the Same Necessary to be advis'd of. --- And furthermore His Excellency Signify'd unto them that he had sent an Express to ye Deputys of the Severall Settlements of Minas to Notify to them his Excellency's Arrivall at Annapolis
