I do certify upon my honor that Aaron Williams and Richard Mcarthur two black men located by me on lands on Beaver bank, have made great improvements on said land, have erected a very comfortable house, cleared several acres of land now in cultivation, apart now laid down in Fall wheat, have cut a road and erected a very considerable Bridge which shortly will become a public good, and that they are very ingenious and industrious men,
