We are of opinion the within agreement for the location of the [Negro?] refugee Blacks, therein named is sufficient to justify His Excellency the Lieutenant Governor to cause to be issued to the issued Negroes six months provisions in the first instance and to continue to issue them quarterly the allowance authorized by Government so long as they remain in occupation of the Lands herein assigned them by John Rule.
