His Excellency the Lieut Governor having included the Seal & Mud Island in the Commission and no provision in any shape existing to render assistance to Vessels cast on Shore at those places. The Commissioners deemed it expedient to provide a Suitable Boat and a moderate Supply of necessaries to be used only in case of actual inquisition and to place them under the charge of Rich Hitchens a resident on the Seal Islands.
