Kinney and his crew for the prompt and efficient service rendered on the above occasion as from the part of the bar where the ship was lying and the heavy sea then running it would have been impossible for the Island crew to have got to her in our boats even if we had known she was there, nor could she have been got off without the assistance of a vessel, and if she had remained on the bar the probability is that all on board would have perished for the ships boats could not have landed on any part of the Island, nor as I have already stated could our boats have reached the ship, and on the day following we had a strong gale of wind from the Northward and to this date the winds and weather have continued unsettled with a very heavy sea running.

Before closing this report I beg to express a strong wish that the conduct of Cap.n Kinney and crew in the above transaction may be brought to the [crossed out: Government] notice of the Government or Legislature of Nova Scotia, and hope that some substantial token of their appreciation of such praiseworthy conduct may be given. It is my firm belief that if the assistance given by Cap.n Kinney and his crew to the "Empire City" had not been given by them or some one else, the ship would have remained on the bar and all onboard
