In reference to John Arthur Phillips application for a License to search for natural minerals on Sable Island, I beg to state that a similar application was made in 1858 by Mr John Campbell and others of Halifax, which was granted by the then Government. I see Prov.l Secretary's letters to the Board on the subject, the one dated July 7th and the other Sept.r 29th / 58. The Board would respectfully suggest that should Mr. Phillips receive the license asked for, that he be subject to the same restrictions and
regulations
