I am not aware of any objections to the [illegible: application] herewith. There is no Survey on the [illegible: Island] to define the [illegible: several?] limits of 5 Square Miles, but I think the Rule may be relaxed, without any inconvenience. Should the applicant make a discovery and wish a license to work, his Bounds must there be restricted as agreed upon by the Government. No money has been paid, as it is proposed to dispense with the preliminary Survey — And as regards the future, the amount can be fixed by the Government, when other terms are settled.
