Halifax 1st October 1836

Sir

We have deemed it necessary to form an establishment on the Seal + Mud Islands for the purpose of rendering assistance to such vessels as may be cast on shore at those places.

A Superintendant will be therefore necessary; the Commissioners respectfully beg to recommend Richard Hitchens as a fit and proper person for that situation_ and should His Excellency be pleased to appoint him we will feel obliged as
