Gentlemen,

I am advised that before I proceed to appoint Arbitrators to adjust the Salvage on the Eagles Cargo, it will be proper to investigate the claims made on behalf of Owners, so that if any persons are found duly authorized to represent the Owners they may take part in the proceedings : When this inquiry, and any other preparatory step which may be deemed proper, are completed, I shall attend to the appointment of Justices to settle the salvage : in the mean time
