Halifax 24th October 1848

Sir,
We have the honor to acknowledge the receipt of your communication of the 23rd Inst, enclosing the Memorial of John Nisbett, late a Servant of the Sable Island Establishment, praying to be again employed; and in obedience to your directions, have the honor to report for His Excellencys information; that the Petitioner was directed by the Commissioners to attend in Halifax for the purpose of giving his evidence in the investigation respecting the affairs of the Island, but without at that time entertaining the slightest intention of removing him from his Situation: But while under their own observation, his conduct was so improper in many respects, being frequently in a State of intoxication, and disrespectful in his language, that they were induced to make
