Observations in the perusal of this Report

1 The Governor + the Commissioners are found at issue + it seemed impossible after their [recriminating? incriminating?] correspondence that they could continue to act together without injury to the Public Service

2. + 3_ What excuse can be offered for the total neglect of the Commissioners in not visiting the Island for so long a period and is not the real [cause?] of all that has occurred to be traced to the gross neglect on their part

6_ How much is it to be regretted that this inquiry was not conducted [underlined: on oath]

9. The "Lady Echo" case is fatally conclusive against the Governor + that appended by the "Fulton" is equally strong.

The apathetic conduct of the Commissioners is however wholly without justification + I wish to know whether any + what change has been made in this Commission.
