much valuable property from total loss but also in many Instances would tend to secure vessels from Shipwreck which would otherwise be exposed to that disaster.

Strongly impressed with a [word?] of the necessity & propriety of taking some measure for this purpose the House think it their Duty to recommend to your Exc'ly to cause advertisement to be made for the proposals of such persons as may be willing to become Settlers on the Isle of Sable by which means your Exc'ly may be ennabled to select three well qualified & trusty Men who have Families to be located there for a term of years & also that you will be pleased to devise such a system of Regulation {for the Government --this text is crossed out] as your Excl'y with the advise of your Counsel may
