since fresh water is scarce and not to be degraded upon. The working parts would require to be made largely of brass and every essential working part would have to be finished in duplicate and in some instances triplicate assuming that the items could only be visited once or twice during the year.
The buildings required would be engine house coal sheds to hold 300 tons of coal tank house thru workmens houses and a general store house distinct from the others on account of fire, containers of oil, stores and duplicates.
The call of the whole establishment must be to erect and start complete Eighteen thousand dollars ($18,000) including buildings and every expense also the cost of working afterwards, including every expense would be Four Thousand five hundred dollars ($4500). These prices though large will bear the closest scrutiny and to do the thing justice could not be done for less. A Bonus of $1000 above this price, or a reduction of $1000 below this price would be a stipulation for each week over or under 15 weeks that the whistle should be distinctly available for vessels in all weather and in any situation
