Chase was born in Port Williams, N.S. He was a successful businessman, whose interests included developing hydro plants in the Annapolis Valley and railway and power systems overseas. He became known as the apple king of Nova Scotia, because of his role in developing the apple industry in the Annapolis Valley. Chase provided the funding for the first Public Archives of Nova Scotia building, which opened in January 1931. Annie Prat was a friend of Chase and his wife, Fanny.
