In having been represented to
the late Lieutenant Governor of this Province, by
The Right Honorable Henry Dundas, One of
His Majesty's Principal Secretaries of State
that Lieutenant Clarkson of the Royale Navy,
is appointed to Conduct such free Black people
residing here, as are willing to go & settle at
Sierra Leone.

And he having represented to me
that the number of Vessels which will be under
his Convoy will amount to eight, which will
require frequent Signals, especially during the
night, as well as at other times, and for other services
which may arise during the Voyage.

And that four Carriage Guns either
Three or four Pounders with as much, Giv- (document torn)
Powder & Ball as will amount to (document torn)
