weights with your memorialist to induce him to recommend
an acquiescence to the terms of charter herewith enclosed
for your Honours, perusal and approbation, as the
only possible alternative by which the intentions
of Government can be carried into execution ------
Your memorialist further begs leave to
observe, that by changing the mode of charters from
so much a head for each black, to so much per ton for
the vessel to complete the voyage, that he has reason
to hope the expense will by that means be reduced
at least one tenth, ---
Your memorialist therefore prays
that he may be authorized and
empowered to enter into charter partys
on behalf of Government, with the
owners of the different ships & vessels
now in readiness for the Sierra leone
Service, and as in duty bound etc, etc
