if he was allowed a small salary to enable him to keep a horse & pay him a reasonable compensation for his time, would be fully competent to the task of rendering them medical aid, for altho he is not a Medical Man, yet from his having long been in the habit of assisting the people on the Dartmouth side he seems to have acquired considerable knowledge & judgement of the diseases commonly occurring, & the people of Colour place much confidence is his opinion, & if he was supplied with some medicines & necessaries & could have the advice & assistance of some Medical Man in town on different occasions, I think the end might be anowened at a less expense than any other way & may be perhaps, His Excellency, as come better plan in view but if anything is to be done for their relief, it aught to be done soon as the poor creatures must suffer from want of assistance.
