Sir,
Mr. John Starr having requested me to examine and state my opinion of the Brig Rachel of this port belonging to him. I have done so and beg leave to state that she appears to be a sound and and staunch vessel of the first class. fully adequate to any service for a vessel of her size. which is about twelve or thirteen hundred barrels.
