20th March 1816

Sir.
I am extremely Sorry to inform Your Excellency that I fear the Refugee Accounts ending December quarter cannot be got in readiness to go by the present packet. unless detained for one or two days. in consequence of the distressing events that has recently happened in Mr. Bests family which has rendered him incapable of paying any attention to them, it which has led to his resignation, & my appointment so recently that it has put it out of my power to Complete the Accounts in due time, I trust Your Excellency will
