Mr President of H.M.Council

The subject of the enclosed Papers having been already in Consideration of His Majesty's Council, it is unnecessary that I should add any recommendation of theirs.

I submit their with my request to be favoured with your advice as to what Steps, it may be proper to adopt in the circumstances under which the Refugee Negroes are now placed.

The former system under Control of the Collector of the Customs seems to have ceased on the breaking up of Depot at Melvile Island - the question now is, shall it be renewed in the same System as formerly until June next, or is it more advisable to finance a new System under Control of the Military Officers -

In the former I am confident the Collector of the Customs may be induced
