I shall have the honor to hand to you, for His Excellency's approval.
I have to report, that the Negroes at the Island, now complain, that the present allowance of one third of a Man's Ration to a child is too small, and that they do not get enough to eat, which is owing to the number of Men removed from the Island, whose full allowance being served with the smaller Allowances to families, was then considered sufficient. I submit for His Excellency's aapproval whether under the present Circumstances it may not be proper to increase the Allowance to a Child, to one
