27th November 1815

Sir,
I now enclose you the Return of the state of the cloathing of the Refugee Negroes at Melville Island, required by His Excellency the Lieutenant Governor, and have to apologize for not having it in my power sooner to Comply with His Excellency's Commands.
If His Excellency should think proper to order an Issue of Cloathing to be made to them, I have to report that there are no Shoes in Store at
Melville
