16th December next, in consequence of the notice given to the Contractor by the order of His Excellency.
I have also to report that there are a number of Negroes who have been discharged at former periods who now resort to the Island for shelter, but who are not borne on the Books, & in Conseuqence receive no Rations, and a number of them appear to be in a distressed Situation. I would be happy to receive His Excellency's Command whether I should allow any of them to be re-entered on the Books, and to receive Rations.
