Custom House Halifax
9th November 1815

I have to report for His Excellence the Lieu't Governor's information that on Monday last I visited Melville Island for the purpose of seeing the Refugee Negroes, Justered, who are on that Establishment, and to ascertain their state & condition, and also to ascertain if all the terms of the Contract for supplying them had been complied with by the Contractor.
The Steward of the Island has reported to me, that the Contractor has supplied every article required by his Contract, up to the end of the last quarter, except the article of _Spruce Beer,_ of which he said he informed the Collector the last of July, and he told him, he should see the Contractor about it. I have since spoken to the Contractor on the Subject, and he says that the reason-
