Whereas His Majesty has been pleased to dignify His Royal Pleasure that such of the Black people now residing here, and are desiring of going from hence to become inhabitants of Sierra Leona shall be provided with Shipping and all things necessary to transport Them there:

And Whereas for the End propos'd, and in Order that the said Transports may be kept together on their Voyage to Sierra Leona, they may with the more Security and Safety arrive at their Destin'd Port; and for the preservation of the Health of the Passengers from any Distemper which may Arise from Various Causes -- It is necessary that some fit & proper Person should be appointed to conduct govern and convey the transport the Seamat on their Voyage, and to give such orders and make such [thaler?] congratulating during said Voyage as shall be requisite and necessary.

And Wheras Lt John Clarkson of the Royal Navy has been sent here by the Sierra Leon on Eng as their agent, and he has offered, free of expense to Gov, to take charge of the fleet bound from hence to Sierra Leon with the free black passengers. I do therefore hereby (con't next page)
