We are of the opinion the within Agreement for the location and settlement of the Refugee Negro therein named, being [conclu?] upon at his own desire and to his Content; is a sufficient justification to his Excellency The Lieut Governour, to cause to be [issued?] to him in months Provisions in the first instance, and to continue to [issue?] to him this family Quarterly, the allowance authorised by Government for their support to [illegible/family?] as they continue to occupy and improve the lot of land herein conveyed to him.
