Secretary's Office
Halifax 16th Nov 1764
Sir
I laid your letter before The Governor whose direction is that these people shall not hereafter receive either provisions or fuel as it is very unreasonable that they [shall?] receive benefitts from the Government, for which they won't make any return. if there's no provisions to be purchased in the Country, lett them return to Town, where they may buy provisions with the price of their labors. if they are guilty of any outrages they must suffer according to the laws of the Country.
I am Sir Your most obed't Servant
[illegible] Bulkeley
