The Committee however are of opinion that as the Government have taken possession of the Lands and have placed the people of Colour upon them, that the Parties are entitled to their Grants upon conveying to the Crown the title which they had to their Lands at the time they delivered up the Possession of them — as Government has no alternative but to deliver the Grants to the Parties or replace them in the Possession of their Lands.
