Relating to the negroes at Preston, their condition and the means he has taken to relieve it. Sabatier reports on what is to be done for the negroes and professes himself as willing to do whatever the Lieutenant Governor wishes. He suggests that Indian meal and molasses be distributed among them by Mr. Coleman as a personal favour, rather than as from any authority: “a little molasses and Indian meal will satisfy them, and induce them to exertion for the rest”.
