Having maturely considered the memorial of Michael Wallace, and the reasons he has given for the manner of taking up transports to convey the free blacks to Sierra Leone. It is accordingly approved of, and he is hereby authorised and approved to enter into Charter party with the owners of such vessels as have been found suitable and necessary for the service.
And as the numbers to be transported may probably far exceed the public expectation; He is hereby strictly informed to pay the greatest attention to render the expense as light as possible consistent with the orders received from His Majesty Secretary of State.
It is the opinion of the president of Council that some vessels by their construction may be more commodious, and can accommodate
